Governments don't just need weapons. They need body armour for their police forces, medical vehicles for their field units, surveillance systems for their borders, tactical communications for their soldiers, and the supply chains to keep all of it running. This is the infrastructure of national security — and it is chronically underfunded.

Flex Investments is a Luxembourg SCSp designed to close that gap. Structured in partnership with Flex Trade S.R.L. — a Rome-based supplier of non-lethal defence and civil protection equipment with over seventy years of operational history across military, police, and humanitarian missions — the fund finances sovereign equipment contracts and trade finance mandates that have already been awarded, insured, and documented.

The model is simple. Flex Trade holds signed contracts with sovereign governments across Africa, the Middle East, and Southern Europe — backed by SACE export insurance and structured as sovereign receivables. Flex Investments advances the working capital required to execute those contracts, generating returns from the financing spread, origination fees, and trade finance margins as contracts are fulfilled and governments pay.

There are no weapons. No ammunition. No lethal systems of any kind. The product catalogue covers ballistic protection for personnel, tactical garments and gear, medical and emergency vehicles, drone surveillance, night-vision and communications equipment, firefighting apparatus, and renewable energy installations. Every contract is assessed for alignment with international humanitarian law and the principles of proportionate, protective national security.

This is trade finance with a sovereign counterparty, a non-lethal mandate, and a seventy-year operator behind it.
